Following that logic, what if each vet gave us a 1% chance of passing through a storm no problem. Each hero would be worth 3%. Obvi tweak the numbers to what you think would be right.

Though there are no guarantees it will be available each round (not every quest is), there is a certain quest item that already allows you to see all storms on the map, and pass through unharmed.
