I like the idea of finding scrolls that once open/used, give a small boost or power for a period of time from opening.
These could be similar to island quests and/or be random floating in the seas. The how they're obtained/found is open to suggestion.
I wanted to say "message in a bottle" but feel a scroll (probably in a bottle) fits a bit better. Essentially, once found and opened they'll give a boost to trains, fights, luck, overall stats, etc. for a period of time, again to be confirmed.. An example:
Item: Dirty Blue bottled Scroll Description: A blue-ish hued bottle with a scroll inside, giving off a faint scent of gunpowder Ability: Gives a 15% boost to artillery for the next 3 hours
"Once opened, the scent of gunpowder rallies you and your crew! The words are mostly illegible but you can make out cannons, fire and kaboom! Your thirst for battle ignites!"
